Since Touhou 6 (a spell that could VERY easily be exploited and made trivial), Cirno as a character has been considered somewhat of an idiot. That's how fandom works. Knowing this, the creator decided to build upon it. In Touhou 9, she was playable.
In the manual, there were several circled numbers explaining the HUD and such. The last was 9, next to her character sprite, and labeled "Moron/Idiot."Since then, 9 has become her number.
