The mountains are darker, but the fog is brighter…
The depth-brightness thing was something I heard a painter say. I've just looked through some landscapes and to me it seems like depth doesn't affect brightness.. I was annoyed by the light grey bit on the right leg, and the bright buildings. When I inverted and de-contrasted the image, the grey bits vaguely looked like shadows.Objects in the background are normally drawn lighter (or partially desaturated) than the rest. That's a result of the "fog", even when there is no actual fog.
Objects in the background are partially desaturated than the rest… if there is an atmosphere. It's a result of atmospheric dispersion. Often it is also blue-ish because of Einstein's discovery that the colour blue is more easily dispersed than other colours (this also makes our sky blue).
