It might be bob, could you please tell me why you think it is bob, because you could just have guessed :P
Bill and Bernard are looking towards nowhere, and Barny is not looking towards a red cap, so Bob is in the only spot where he can know his cap color.
However, Bob can only see one red and one blue. He could still be either red of blue.
right, so maybe it is someone else then :P

Without a reason, I can't say if it is the right answer, because then you'd know the answer within four guesses :PWell I think it is bill because he is the highest, and he is also different then the others.
