What if we develop a growth system, that allows children to learn, feed, and interact, but not be seen by the outside world. That way noone could see children anymore until they reach 18. Or 16 maybe.

I say we put em all in a freezer and save them for when we need them. Frozen foods last longer and don't take up much space.
Create an underground facility that spreads world wide, kind of a 'subworld' where everyone under 18 must reside with one of those necklaces that explode if they try to leave, complete with surveillance equipment and auto turrets to avoid chaos.
