I believe you just go into Paint, use a medium sized brush, draw a bunch of squiggles, use the pencil, draw a bunch of tighter squiggles, colour that shit in, and BAM you got yourself a genuine wasteland.
Well, for the first one, it was basically what duckman said. Except I had to make it tileable, so that was one of the things that took so long. What took the longest was to try and make the texture not look too obviously repeating.Then after rez's comment, I took the texture I created, made an alpha mask with it, and added shading to make it look better, then added more details to the entire thing.Also, a lot of tweaking. Mostly tweaking.
