Weird theme. Pixel art pretty much demands a limited colour palette, and it's hard to do a limited colour palette without pixel art. And it doesn't really give you any indication of the gameplay, which is probably why people chose it, so they can make whatever they were planning to make anyway.
The theme is pixel art in disguise…I like to think that you don't actually have to draw everything with a limited colour palette to use it as a theme. Underneath the theme poll it also said:
